Die aktuelle Debatte um die nötigen Veränderungen des structures würden aufgrund der Datenfülle (demografische Schätzung, Präsentation von Modellen) eine eigenständige Bearbeitung erfordern. Ich habe mich daher in der „gesicherten“ Retrospektive bewegt und lediglich in Kraft getretene Reformen berücksichtigt.
